The Directorate of Health Research, Innovation, and Evaluation of the Department of Health is responsible for proposing, promoting, and collaborating in the prioritization of research, innovation, and evaluation policies in health. It also focuses on the development of strategies, action plans, and the establishment of objectives and indicators for monitoring progress. It manages R&D&I activities through entities such as the Foundation for Health Innovation and Research (BIOEF) and the four Health Research Institutes: Bioaraba, Biobizkaia, Biogipuzkoa, and Biosistemak. The Directorate fosters collaboration and synergy with other departments of the Basque Government and public institutions, as well as participation in international initiatives. It promotes a research-oriented culture, staff training, and capacity building while encouraging and funding R&D&I projects.
