The Vice-Ministry of Science and Innovation is responsible for the development of Basque scientific policy and innovation policy, except for business innovation. It also conducts interdepartmental and inter-institutional coordination within the framework of the Science, Technology and Innovation Plan, promoting strategic initiatives. It manages the Innovation Fund of the Basque Government, promoting and coordinating major science and innovation projects and strategic scientific infrastructures, including the IKUR 2030 flagship programme and the Basque Quantum Strategy.
It also promotes science-based entrepreneurship and the creation, attraction, retention and repatriation of researchers by means of the Basque Foundation for Science Ikerbasque. In addition, On the other hand, it is responsible for the promotion of the network of Basque excellence research centres (BERC) and cooperation research centres (CIC).
It also promotes measures and actions aimed at facilitating the integration of the Basque System of Science, Technology and Innovation into the European Research System and acts as a body for relations with other administrations in the field of complementary science and innovation programmes and European funds.
