The Vice-ministry of Public Function focuses mainly on the planning, management and coordination of people management policy in the Regional Community; the design, implementation and regular management of the policy on staff serving the Basque Regional Community Administration; as well as the proposal for guidelines on training, the relationship and negotiation with staff representatives and ensuing actions from Compliance of the agreements reached.

The Vice-ministry of Public Function has led and promoted strategic projects that are currently underway and aimed at optimising, unifying and adapting the management of people from a technological and operational perspective.
