La Dirección de Recursos Humanos tiene encomendada la gestión del régimen estatutario del personal de la Ertzaintza y el desarrollo de las políticas de recursos humanos en la misma, así como la gestión del personal laboral de los servicios auxiliares de la Administración de Seguridad, salvo la del personal laboral de la Academia Vasca de Policía y Emergencias.
