  • The Basque Government delivers an emotional tribute to the families of the two victims, four years after the collapse of the Zaldibar landfill site.

The Basque Government spokesperson and Minister of Culture and Language Policy, Bingen Zupiria, appeared at the usual press conference after the Governing Council together with the Second Vice President and Minister of Labour and Employment, Idoia Mendia.

BASQUE COUNCIL FOR PUBLIC EMPLOYMENT POLICIES

Idoia Mendia explained that the Basque Council for Public Employment Policies to improve efficiency and inter-institutional co-ordination in the field will be inaugurated tomorrow  “The aim is for us to be truly useful to citizens, and we have undertaken a more detailed analysis, more qualitative, to achieve this. In all this time there has not been a shared space to know who is doing what at all times. For this reason the Board of Public Policies was created, to build the map which organises resources and distributes them equally, adapting itself to the needs of each environment, and complementing each other. From this Map we have established the Basque Employment Network, and a single window in each territory plus a virtual one for the entire Community, where we will have the same information”, explained Mendia .

The board will be formed of six Basque Government representatives from the areas of education, inclusion and competitivity along with the Director General of Lanbide; and six other representatives, of which three will be from each of the county councils and the other three designated by Eudel. Their main functions will be the co-ordination, planning and definition of the strategy.  Therefore, "tomorrow the Council will be constituted and we will also set in motion another of the provisions of the Law, the creation of a Body for the Evaluation of Public Employment and Inclusion Policies. It’s important that citizens know that their institutions are going to work hard to be more efficient” concluded Mendia.

AGREEMENTS OF THE GOVERNING COUNCIL

As is usual, the spokesperson reported on other subjects dealt with and approved at the Governing Council. Firstly, Zupiria, on behalf of the Basque Government delivered an emotional tribute to the families of the two victims, four years after the collapse of the Zaldibar landfill site.

Zupiria highlighted that the Lehendakari (president of the Basque Government) presented the Basque Programme of Priorities for Agenda 2030 to the Governing Council, which includes the 2023 Compliance Report, the Legislature Evaluation and the 2024 Work Plan. “To summarise, the following can be highlighted: until December 2023, of the 23 actions considered, 16 have been 100% completed, and another seven between 60 and 80%. Three areas for improvement have been identified: renewable energies, demographic challenge and dissemination. Three achievements stand out: the governance model, the UN Local 2030 headquarters and the evaluation system. The main legacy of the Legislature is the definition of the model of Basque commitment to the implementation of the SDGs: “Now 2030 Basque Country” and that a model has been worked on which is based on the triple commitment of greater institutionalisation, socialisation and personalisation in relation to the 2030 Agenda has been developed", explained the spokesperson.

On the other hand, the Governing “Strategic Grants Plan 2024" of the Department of Security, which includes 14 lines of action, among which the work to be undertaken by UPV/EHU and Ertzaintza to develop a new police tool to assess the level of risk for female victims of domestic violence stands out as a new item. This assessment will be performed scientifically, and will be the product of research into which the government will invest 440,000 euros and will last until 2027, as it will be a rigorous an exhaustive analysis of the current reality of domestic violence in Basque Country, as well as the factors which determine or aggravate the risk for women of becoming victims. "In short, it is about acquiring a systematic and renewed knowledge of the different types and profiles of gender-based violence in order to be able to protect its victims," Zupiria stressed.

Lastly, the government has today approved the 2024 call for applications for cultural creation. The call for applications is aimed at the creation of theatrical texts, cinematic scripts, musical compositions, literary texts in Basque language aimed at young people, short stories and novels in Basque language and choreography. The department of Culture and Language Policy will provide 508,000 euros for this call, which is 154,000 more than in previous editions.
