The Basque Government demands an ethical response to the political behaviour of those who “do not recognise the pain caused”

The spokesperson of the Basque Government and Minister for Culture and Language Policy, Bingen Zupiria, appeared at the usual press conference after the Governing Council, together with the Minister for Economic Development, Sustainability and the Environment, Arantxa Tapia, who gave an account of the draft Law on Energy Transition and Climate Change in the Basque Country, and the Minister of Health, Gotzone Sagardui, who announced the extension of an additional credit of 30 million euros for Osakidetza and, on the other hand, the expansion of the structural staff by 19 professionals, which now exceeds 31,000 positions.

Spokesperson Bingen Zupiria, in relation to the political debate on coexistence in the Basque Country, stressed that Basque society demands an ethical response to the political behaviour of those who “do not recognise the pain caused”. “It is not fair that, on the one hand, we ask for justice and reparation for the victims, and at the same time, we want to give political pre-eminence to the people who have caused this pain. It is not fair. This society does not deserve to relive situations like this”, he pointed out. 


As usual, the spokesperson, Bingen Zupiria, provided information on other issues discussed in the Governing Council meeting, including the following:

This morning the green light was given to a law to facilitate the direct granting and payment of the social thermal voucher after approving the bill put forward by the Basque Nationalist and Socialist Basque parliamentary groups, which will allow the Basque Government to directly grant and pay aid to vulnerable households to pay for heating, hot water and cooking bills. As Zupiria explained, the thermal social voucher is a programme for the direct granting of aid aimed at alleviating energy poverty, financed by the General State Budget, and it is the autonomous communities that manage and process the payment, hence the Basque Government’s decision to grant this aid directly.

On the other hand, the government has made known another criterion, this time unfavourable, which has to do with the competences of the Ararteko. Thus, it considers it unnecessary and inappropriate to modify the law to give the Ararteko an autonomous sanctioning power through the imposition of economic sanctions or fines, as proposed by the PP-Ciudadanos group, as it considers that granting it this power would distort the intermediary function it has already assumed. The spokesperson has clarified that the Government understands that the Ararteko is one more institution of control, which integrates, reinforces and complements the wide range of possibilities available to citizens to monitor the operation of public administrations.  

In the field of education, on the one hand, the granting of financial aid has been approved for the purchase or lease of machinery and/or equipment by the subsidised centres that provide training cycles. The call for applications has a budget of 2,200,000 euros and is aimed at responding to the continuous technological innovation that we are experiencing. It is clear that these innovations pose great challenges for the business and training sectors and in this scenario the Government considers Vocational Training to be an essential travelling companion in the Basque Country, both for the employability of people and for the competitiveness of companies.

Finally, the Governing Council meeting established subsidies for the organisation of high-level sporting competitions to be held or starting in 2023. This is an annual call for applications that offers high-level sportsmen and sportswomen a competitive framework, as well as generating economic activity. In total, 200,000 euros will be earmarked for these grants, designed for federations, sportsmen and women who participate in world-level competitions or competitions in circuit or league format.
