Minister Artolazabal: "We will develop innovative initiatives and launch the Basque Network for Youth Emancipation"

  • Intervention in the Basque Parliament on the objectives of the Basque Youth Strategy 2030

The Minister of Equality, Justice and Social Policies of the Basque Government, Mrs. Beatriz Artolazabal, has indicated this morning, in the plenary session of the Basque Parliament, "the main objective of the Basque Youth Strategy 2030 is to significantly lower the age of emancipation".

“Until now, in the Basque Country there were no specific policies for youth emancipation and we did not have policies that are evaluated based on the objective of increasing the rate of emancipation. With the approval of the new Youth Law, Basque society and its institutions have acquired the commitment to develop these specific policies. We will focus on objective and subjective factors that influence leaving the family home of origin,” Minister Artolazabal explained in the Legislative Chamber.

According to Mrs Beatriz Artolazabal, “we´re going to develop innovative initiatives and launch the Basque Network for Youth Emancipation. Above all, we will assess how different policies, specific or not, affect those results. Based on the evaluation and its learning, we will introduce corrections in a transition policy. This policy will be characterized by innovation, evaluation and learning that, once consolidated, will be transferred to the regulatory field”.

The Basque Government has established the objective of reducing the average age of emancipation to 28 years in 2030. Minister Artolazabal explained that we know that this indicator has hardly changed in a decade and that both the pandemic and the current situation derived from the aggression of Russia to Ukraine, have a negative impact on objective factors, such as employment, or subjective, such as the adoption of any type of risk in a situation of uncertainty”.

Strategy

“Our commitment is called “Basque Strategy for Youth Emancipation 2030” and, with it, we thus reflect its priority nature. This will respond to the current situation and needs of young people in the field of employment, emancipation, equality, housing, health, etc. In addition, the Strategy will be connected with other strategies and plans of other Departments,” added the Minister who estimates that, after its initial design phase, it will be ready by the middle of this year.

“The Basque Youth Council itself has recognized that the recently approved law is a very good starting point for our common objectives and, in fact, guides this future Strategy in great detail. I therefore appreciate the contributions of the parliamentary groups. In the articles relating to rights, the right to emancipation is included, with the Strategy and the Basque Network for Youth Emancipation as fundamental means. We hope to continue advancing in concrete agreements and in a general consensus in youth policies,” insisted Minister Beatriz Artolazabal.
