The Basque Country will represent the Autonomous Communities in matters of Youth before the Council of Ministers of the European Union

The Basque Country Euskadi, in basque language) will represent the Autonomous Communities in matters of Youth before the Council of Ministers of Education, Culture, Youth and Sport of the European Union throughout the second half of 2021 within the Slovenian presidency of the EU. The Department of Equality, Justice and Social Policies of the Basque Government will transmit the matters that are dealt with in the work meetings, and will elaborate the autonomous common positions related to the European youth news.
According to Mrs. Agurtzane Llano, director of Youth of the Basque Government, “the coordination of the participation of the Autonomous Communities and Cities in the meetings of the Council takes place within the framework of the CARUE agreements. Since it is possible for the autonomies to participate in certain meetings of the Council of the EU related to its area of competence”.
Today, Thursday, Agurtzane Llano, Director of Youth of the Department of Equality, Justice and Social Policies-Basque Government, and Camila de Epalza of the Delegation of the Basque Government in Brussels, with the counselor of REPER-Permanent Representation of Spain before the UE, Pilar Durán, Aurelio Fernández Youth Counselor of the REPER, and Jesus Martí Director of Youth of the Community of Valencia who holds, during the first semester of 2021, the regional representation.
Coordination enables direct participation in the European legislative process through the elaboration of consensual positions and the defense of autonomous positions and initiatives in the Council of the EU, a European co-legislator.
Action plan
Regarding the Council of Ministers of Education, Culture, Youth and Sport of the EU, the Slovenian Presidency of the Council, assumes the subject of Youth with special interest related to the Action Plan 2022/2024 of the European Youth Strategy and mobility of Volunteer Youth.
In the first semester of 2020, the Basque Country represented the state autonomies in matters of Social Policies and Employment, with the participation of the Minister Beatriz Artolazabal in a Council of Ministers of the EU held electronically due to the COVID-19 pandemic.
