Open Data Euskadi receives the FICOD award for its innovation and its originality

Last April, the Basque Government became the first Spanish authority to make the public data in its possession available on a specific Internet portal.

The Open Data Euskadi project was one of the winners of the IV FICOD Awards, presented at the International Digital Content Forum (FICOD). Specifically, it took the prize in the Best Citizen Services Project category. Bernardo Lorenzo Almendros, Secretary of State for Telecommunications and the Information Society, presented the award to Elena Pérez Barredo, the Basque Minister for Public Administrations, during a ceremony held at the Juan Carlos I Municipal Congress Centre in Madrid this afternoon. This is the second prize that the Basque Government has received in less than a month for its open government policy, after Irekia was recognised at the II Focus on Free Knowledge Awards as the "best application of the Free Knowledge principles to the forms of government" in Malaga on 27 October.

The Ministry for Industry, Tourism and Trade has thus placed the Basque Government and its gateway to access and reuse public data among the most innovative and original initiatives in the field of digital contents. The Best Citizen Services Project category selects content creation projects and those that use digital contents in an innovative way to improve public services in areas such as education, health, tourist promotion and support for the elderly.

The International Digital Content Forum is part of Plan Avanza2 to develop the Information Society and convergence with Europe. It brings together managers and professional from the content industry, along with representatives of governments and public administrations and from the sector's main institutions and associations.

Last April, the Basque Government became the first Spanish administration to make the public data in its available on a specific Internet portal. It thus complied with the Re-use of Public Sector Information Act 37/2007, which transposes Directive 2003/98/EC and embodies its commitment to the Open Government model.

Open Data Euskadi, developed by the Customer Service Division of the Department of Justice and Public Administration, has taken shape at http://opendata.euskadi.net, the gateway to the public data of the Basque Government. The portal is the showcase of an inter-departmental project in which the infomediary sector was involved and it highlights the values of transparency, participation, service and efficiency that the Government fosters. It likewise reconciles the right to access public records and personal data protection.

Open Data Euskadi is set up as an invitation to discover and construct using public data, which is taken to be data that is not subject to property, security or privacy restrictions. The information is available in reusable formats, under open licences that enable its redistribution and use for commercial purposes. The objectives of this openness are to generate value and wealth (through its reuse by third parties), foster transparency (in order to analyse and assess public management) and facilitate interoperability between administrations.

The data catalogue is structured into seven categories: statistics, geographical, meteorological, tourist, linguistic, traffic, and aid, contracting and other administrative procedures. Therefore, http://opendata.euskadi.net includes contents as diverse as photos of the CAPV (Basque Autonomous Community), information collected from weather stations, the evolution of industrial value added and lists of the wineries, hotels and restaurants of the Basque Country.

    Zorionak al Gobierno por este reconocimiento. Tengo que manifestar mi contrariedad, porque por un lado Irekia y el Open Government puesto en práctica reciben premios y luego asociaciones como Transparencia Internacional dan una nota bastante regular al Gobierno en materia de transparencia, como he dejado comentado en la sección de propuestas. Ojalá esto sirva para mejorar nuestro Gobierno, y de nuevo felicidades.
