Lehendakari: “Europe must strengthen its position to ensure that it remains on par with China in terms of globalisation”

During a conference in the CEIBS, a business school, Mr López offered China a "new route for connection" with Europe via the Basque Country

"European regions and economic development in a world undergoing change: the vision of the Basque Country" was the title of the conference offered by the Lehendakari, Patxi López, in the prestigious CEIBS in Shanghai, wherein he reflected on the role of the regions in the face of the change occurring at international level. The Lehendakari called on Europe to strengthen its position because "in terms of globalisation, it is falling behind powers such as China." "Europe must strengthen its position via a common economic policy, an area where, to date, we have failed to make advances, whilst evidencing a greater degree of solidarity amongst its inhabitants," the Lehendakari stated, drawing attention to the importance of regions such as the Basque Country within this strategy as they reach beyond state competences.

The Lehendakari, Patxi López, has proposed the Basque Country as China's "new route for connection" with Europe, taking advantage of the opportunities afforded by the region's maritime, railway and airport connections, which will soon be bolstered by the high-speed rail transport. "We can and it is our intention to become the bridge that unites these two great powers," the Lehendakari stressed during his address in the CEIBS. The current climate of international uncertainty and the role of regions such as the Basque Country in this context represented the central themes of a conference wherein the Lehendakari explained the singular competences enjoyed by the autonomous government and the "enormous strength to face the crisis" that this confers on the Basque Country. "All of this converts the Basque Country into China's ideal port of entry into Western Europe."

The China Europe International Business School (CEIBS) in Shanghai is China's most important business school and one of the most important in Asia. In this setting, the Lehendakari, Patxi López, offered a conference entitled "European regions and economic development in a world undergoing change: the vision of the Basque Country" wherein Professor Wang Jianmo also intervened.

Before the forum of the CEIBS, the Lehendakari explained the unique aspects of Basque self-government and the "singular tax and financial relations with the rest of Spain", which afford the Basque Country "enormous strength to face the crisis and prepare for an uncertain future." In addition to these unique characteristics, the Lehendakari drew attention to "strategic elements" such as "knowledge, technology and innovation", which make the Basque Country a "technologically advanced region," and the maritime, railway and airport connections, which will soon be bolstered by the high-speed rail transport. "All of this converts the Basque Country into China's ideal port of entry into Western Europe. We can and it is our intention to become the bridge that unites these two great powers," he stated.

To this end, Mr López urged China, whilst taking in a "panoramic view" of Europe, to focus its attention on "our small area of the map" as "the time has come to establish bridges" between China and the Basque Country. "Therefore, we make an audacious proposal to the Asian giant: we wish to become your close allies, we wish to become your port of entry into Europe," the Lehendakari stressed, presenting the Basque Country as a "competitive and efficient ally" with which to establish "solid alliances that reach beyond the duration of contracts."

Europe must strengthen its position

During his address, the Lehendakari analysed the current situation in Europe, affirming that "powers such as China are ahead of us in terms of globalisation," whereby he called for "a common economic policy." "Europe must strengthen its position, creating a common economic policy, an area where, to date, we have failed to make advances, whilst evidencing a greater degree of solidarity amongst its inhabitants," and, according to Mr López regions such as the Basque Country will play a "leading" role within this strategy. "Regions and large cities can and should participate in the development of internal solidarity within the European Union, to optimise strengths and continue to generate wealth and ensure progress," he added.
