The company, Metaposta, has been set up in order to establish an “Internet electronic mailbox and safe” so that the public can receive and store documents free of charge, safely and permanently.
METAPOSTA has been created to encourage the use of the Internet throughout the Basque Country and will come into operation at the end of the year.
In the Basque Country there are more than 300 potential document issuers: Government bodies, companies, banks, insurance companies, education institutions, electricity, gas, water and telephony suppliers, etc.
METAPOSTA will be available every day of the year and from anywhere in the world and offers substantial advantages with respect to delivery, travelling and shipping costs.
This project is included in the 2010 Euskadi in the Information Society Plan, inspired by similar initiatives that are already working successfully in countries with the most highly developed online services.
The company has been promoted by the Industry, Innovation, Commerce and Tourism and the Justice and Public Administration Departments of the Basque Government, together with the Chambers of Commerce, Tecnalia, Gupost and Mondragon Inversiones
The headquarters of SPRI in Bilbao provided the scenario for the setting up of the new services company, METAPOSTA, an ambitious project within the 2010 Euskadi in the Information Society Plan which intends to offer the public an "electronic mailbox and safe on the Internet" where they can receive and store all kinds of documents, safely and permanently.
The company has been promoted by eight partners: Ezten (risk capital fund of the SPRI and the Basque Government through its Department of Industry, Innovation, Commerce and Tourism), EJIE (computer company of the Basque Government in Vitoria, attached to the Department of Justice and Public Administration), the Chambers of Commerce of Bilbao, Gipuzkoa and Alava, Corporacion Tecnalia, the direct marketing company Gupost and Mondragon Inversiones. The president of the new company will be Xabier Sabalza, Director of Innovation and the Information Society of the Basque Government.
Traditional mailboxes will become a thing of the past with the development of "electronic safes on the Internet", which are already in operation in countries with the most highly developed online services. In the same way as personal letters have given way to electronic mail, official, business and banking correspondence, as well as all invoices, may disappear when this new system becomes popular.
METAPOSTA will offer individuals and companies a virtual space of guaranteed security and confidentiality, unlimited size and guaranteed for life, in which all kinds of documents maybe received and stored.
SPRI -a public company attached to the Department of Industry of the Basque Government, has identified more than 300 potential issuers of this kind of documents in the Basque Country, capable of participating in an initiative that reduces shipping costs, reduces delivery times and offers a legal method of registration and notification.
Government bodies, companies, financial entities and insurance companies, mutual insurance companies and EPSVs, educational institutions, clubs and sports societies, issuers of purchasing and loyalty cards, as well as gas, electricity, water and telephony suppliers, are included among the potential customers of METAPOSTA.
In addition to its functions as an electronic mailbox and safe on the Internet, METAPOSTA offers itself as an alternative to avoid dispersion in the reception of documents, as it may become a one-stop system for gaining access to notifications and documents sent by more than 300 public companies and organisations. Compared to e-mail, it offers the advantage that only messages from previously agreed entities are received and as a consequence there is no possibility of receiving spam or chain messages from unknown senders.
Together with the advantages offered by the system for individuals and companies, the initiative falls within the policy of developing Electronic Government in the Basque Country, fostering widespread use of new, advanced digital services and the struggle against the marginalisation of the individuals who do not know the mechanisms of the new Information Technologies. In this sense, METAPOSTA has also been set up to encourage the use of the Internet, electronic signatures and the new protocols in order to notify and store documents by electronic means with guaranteed security.
Guaranteed security is another of the basic premises of the METAPOSTA service, which will be hosted in the same servers as the Basque Government. Documents will be collected and processed by EJIE, S.A., the computer services company attached to the Department of Justice and Public Administration of the Basque Government, which has a security bunker. This will provide the system with redundant twin file transmission, processing and storage systems which guarantee the service 24 hours a day.
From the legal viewpoint, METAPOSTA will have all the guarantees of data authenticity, integrity and confidentiality in accordance with current legislation: Law on the Access of the Public to Electronic Services; European Directive and State Law on Electronic Signatures; Organic Data Protection Law; or the Electronic Invoice Law, among other regulations.
With the introduction of METAPOSTA, the Basque Country will put itself on a par with the most advanced countries in the development of Internet services, as is the case of eBoks (Denmark), De-Mail (Germany), MyPage.no (Norway), Agosp (Australia) and My eCitizen (Singapore). It will be developed gradually and through R&D initiatives may reach new clients, products and services in the future within the framework of the "My home on the Internet" programme of the Basque Government.
