The Basque Government showcases in Panama its initiatives regarding transparency and participation in public policy
The Basque Government has been invited to take part in the “Innovative Experiences in Effective Public Management” International Seminar, which is being held in Panama City, hosted by the Organization of American States – OAS.The Basque Government is represented at this event by the Open Government Director, Luis Petrikorena, and the Director of Citizen Service and Administration Enhancement and Innovation, Javier Bikandi, who are tasked with showcasing the good governance initiatives, implemented by the Basque Public Administration.
Ministers and senior officials representing most of the countries that make up this international organisation, along with experts in public management and policies of several American governments are attending this event, which was opened by the OAS Secretary General, José Miguel Insulza.
For two days, the experts will analyse aspects relating to the quality of public policies, access to information, management of human resources and the inter-institutional coordination of the public policies and programmes, among other points.
The head of the Open Government area, Luis Petrikorena, outlined the experiences and initiatives that the Basque Government has implemented through the IREKIA portal. During his presentation, he shared with the delegates this tool that is available to Basque society, in order to ensure greater transparency in the management of the government and allow direct grassroots participation in the decision-taking processes of Basque public policies..
The Basque Government has also established a cooperation framework with the OAS so that the entities that receive the Inter-American Prize for Innovation for Effective Public Management 2013 at this seminar in Panama can share and disseminate their initiatives and projects in the Basque Country.
The Director of Citizen Service and Administration Enhancement and Innovation, Javier Bikandi, has been tasked with handing out the certificates to the representatives of those entities on the last day of the seminar, so that they can spend time in the Basque Country to enable the exchange of innovative experiences and best practices regarding the management of public policy.
The Basque Country is the only autonomous community that has signed a Memorandum of Understanding with the Organization of the American States, which enables the implementation of such initiatives.
