The Lehendakari unveils the Basque Country Model as the way out of the economic crisis and to get people back to work

2012 April 21

The "Basque Country Model: Against the Crisis and For Employment" envisages earmarking 459 million euros to support the real economy and the Basque production sector and 26 million euros will be invested in getting young people into work.

The Basque Country Model is underpinned by budgets that envisage substantial support for the Basque production sector, an action plan to fight unemployment agreed at the Social Dialogue Table, an extraordinary plan to provide funding for companies, to open up the funding channels for Basque companies, and substantial support to get young people into work and, in particular, with its internationalisation. The Lehendakari (Basque Premier) stressed that the Basque Country "is becoming the public policy benchmark for many, our model is working and we have reasons to be hopeful. We will come out of this even stronger if everyone works together".

The Lehendakari showcased the Basque Country Model as the way out of the economic crisis and to get people back to work. A model that "underpins and improves the public services that put us on an equal footing," he pointed out. "While others continue to be obsessed with cuts, without taking into account the dangerous drift that is taking hold, I wish to uphold the Basque Country Model to tackle the crisis and create jobs. Thanks to this plan, the Basque Government is going to allocate over 350 million euros to boosting the economy and the Basque production sector in 2012. This investment benefits over 8,500 companies overall. This economic stimulus policy expects to generate, in turn, total induced investment of roughly €1,000 million.

Youth employment will likewise be stimulated with a set of measures worth 26 million euros to provide Basque young people with training and labour opportunities. In order to continue backing the commitment to internationalisation and young talent in the Basque Country, the government will add a third programme offering Internships in Basque Companies to the two internationalisation grants currently run by the Department for Industry, Trade and Tourism. "We want the young people included in this programme to gain work experience, by means of an internship and a job, with the main globalised and exporter companies or groups of the Basque Countries that have delegations or affiliates abroad". Therefore, 1,000 young Basques will have the chance to train and develop their skills in order to gain knowledge and labour experience that enables them to improve their employability and their international training. "We propose that the Government pays the training costs, salary and provides subsidies for board and lodging when the contracts are outside the Basque Country and the companies will pay the Social Security contributions," announced the Lehendakari.

Patxi López revealed the Basque Country Model as a way out of the crisis and get people back to work at a place that is particularly symbolic for the Basques, the Bilbao Maritime Museum, which was for many years right at the heart of the Basque and Bilbao economy and which was the site of the Astilleros Euskalduna shipyards, the flagship of our powerful shipbuilding industry.

The event was attended by social and economic stakeholders, trade union and business organisations, along with the collectives that will benefit from the different programmes implemented by the Basque Government, along with many representatives of the political classes.

The Lehendakari had the opportunity to go up the Carola crane, testimony of the industrial past, but also a metaphor of the huge transformation capacity that Basque Society showed two decades ago.
